On 24 July 2023, the Bali and Nusa Tenggara Ecoregion Development Control Center (P3E Bali Nusra) just held the Bali Nusra Ecoregion Working Meeting in Senggigi, West Lombok Regency, West Nusa Tenggara Province. The meeting raised the theme “Building Synergy for Controlling Island/Archipelago Ecosystem Development in the Bali and Nusa Tenggara Ecoregion Areas”. On this occasion, Secretary General of the Ministry of Environment and Forestry (KLHK), Bambang Hendroyono delivered a keynote speech “Implementation of Transglobal Leadership in Island/Archipelago Ecosystem Development in the Bali and Nusa Tenggara Ecoregions”. Bambang said the figure of a transglobal leader is one of the keys to achieving sustainable environmental and forestry management (Anugrah, 2023). 

The eastern islands of Indonesia, which include Bali and Nusa Tenggara, have significant development potential which are important for the nation’s economy due to their historic and economic roles. The islands and ecosystems in Bali and Nusa Tenggara are home to unique habitats and a wealth of species. The development of these areas should be done in a way that preserves the environment and protects biodiversity. The development of their ecosystems can contribute to the growth of the tourism industry, which is a major source of income for the region. The development of islands and ecosystems in Bali and Nusa Tenggara can also contribute to the social welfare of local communities. This can be achieved through the creation of job opportunities and the improvement of infrastructure and public services (Adyasari, et al., 2021). 

The utilization of the abundant resources in Bali and Nusa Tenggara needs to be maximized through programs that can encourage their development. Therefore transglobal leadership is needed in implementing island/archipelagic ecosystems. Transglobal leadership is a concept that emphasizes the importance of collaboration and cooperation across borders and cultures to address global challenges. It involves a shift from traditional global leadership, which tends to be dominated by Western countries, to a more inclusive and diverse approach that takes into account the perspectives and needs of different regions and cultures. Transglobal leadership recognizes the interconnectedness of global issues and the need for collective action to address them. The concept of transglobal leadership can be applied in the development of island/archipelagic ecosystems in Bali and Nusa Tenggara by promoting collaboration and cooperation among different stakeholders, including local communities, government agencies, NGOs, and international organizations (Zhang, 2020). 

Transglobal leadership is a concept that emphasizes collaboration and cooperation across borders and cultures to address global challenges. It differs from traditional global leadership. Traditional leadership is a type of leadership that is based on the belief that power is bestowed on the leader in keeping with the traditions of the past. It is a leadership style that has been inherited from predecessors, such as kings, dictators, and family-owned business leaders. Traditional leadership is characterized by control and power where Leaders are viewed as having control and power because those holding the position before them had control and power. They have the authority to make decisions on behalf of an organization or group of people without consulting anyone else. Leaders who have followers are loyal to the position rather than to the individual leader. They follow the leader because of personal loyalty to the position. It led to Favoritism where followers are promoted based on favoritism and office politics. This means that individuals who are favored by the leader are more likely to be promoted, regardless of their qualifications or abilities. In addition, traditional leaders usually reflect an authoritarian approach. They are at the top of the hierarchy and can issue orders, give direction, and create rules. In contrast to traditional leadership, transglobal leadership emphasizes inclusivity, cultural sensitivity, collaboration and cooperation, and sustainable and responsible development. It recognizes the importance of including diverse perspectives and voices in decision-making processes and building partnerships and networks across borders and cultures to address global challenges. Transglobal leaders prioritize long-term sustainability and consider the impact of their actions on future generations (Tshishonga, 2022, 18). 

When compared with transglobal leaders, they recognize the importance of including diverse perspectives and voices in decision-making processes. It goes beyond traditional global leadership, which often focuses on the perspectives and interests of a few dominant countries or cultures. Transglobal leaders actively seek out and value the contributions of individuals from different backgrounds and cultures. Transglobal leadership emphasizes cultural sensitivity and understanding. It acknowledges that different cultures have unique values, beliefs, and ways of doing things. Transglobal leaders strive to bridge cultural differences and create an inclusive environment where everyone feels respected and valued. Most importantly, Transglobal leadership emphasizes the need for collaboration and cooperation among different stakeholders, including individuals, organizations, and governments. It recognizes that global challenges require collective action and that no single entity can solve them alone. Transglobal leaders foster partnerships and networks to address these challenges effectively. They also recognize the interconnectedness of social, economic, and environmental issues and seek to find solutions that balance these aspects. Transglobal leaders prioritize long-term sustainability and consider the impact of their actions on future generations (A. Nur Insan & Masmarulan R, et al., 2021, 54-71). 

According to Article 2 letter h UUPP LH-2009, ecoregion is one of the important principles in implementation protection and management of the environment. The Ecoregion principle is that the protection and management of the environment must take into account the characteristics of natural resources, ecosystems, geographical conditions, local community culture, and local wisdom. The principle of ecoregion in principle aims to strengthen and ensure the occurrence of horizontal coordination between administrative areas that are mutually exclusive depends on downstream management and environmental protection life that contains issues of utilization, planning of resources, nature and environmental issues. In addition, the ecoregion principle has a goal to be functionally productive environmental protection planning and management, monitoring as well as evaluation jointly between regions and between interrelated sectors dependent, even though each operational development activity is carried out separately by the relevant offices/sectors and administrative areas with their respective powers. Basic ecological principles will also realize the strengthening of the capacity and capability of institutions (offices/sector) adjusted to the characteristics and support of resources that will be or are being used. 

The government has implemented policies such as the Eastern Indonesia Economic Corridor (EIEC) to accelerate economic development in the region. Progress in the achievement of Environment and Forestry (LHK) development in NTB is quite significant, especially for planting, conservation, and waste and waste management activities. The application of transglobal leadership (Transglobal Leadership) is considered to be one of the keys to achieving sustainable environmental and forestry management in the development of island ecosystems in the Bali and Nusa Tenggara (Nusra) ecoregions. Secretary General of the Ministry of Environment and Forestry (Secretary General of the Ministry of Environment and Forestry), Bambang Hendroyono, in his statement regarding the Bali Nusa Tenggara Ecoregion Work Meeting in Senggigi, West Nusa Tenggara Province (NTB) which was held by the Bali and Nusa Tenggara Ecoregion Development Control Center (P3E Bali Nusra), said that the pattern of transglobal leadership consists of six elements and was born as a result of the complexity of the problems faced by a leader in the global era, “Transglobal leadership is built and shaped based on several elements of intelligence, namely Cognitive Intelligence, Moral Intelligence, Emotional Intelligence, Cultural Intelligence, Business Intelligence, and Global Intelligence”. Transglobal leadership can be utilized in integrated landscape – seascape management to realize development, including management of natural resources, as well as spatial planning in a sustainable and environmentally sound manner,” he concluded. Thus, transglobal leadership continues to be encouraged in island development in the Bali and Nusa Tenggara Ecoregions (Sudoyo, 2023).
